What makes jeff's rank command different from asking Jev to rank?

Jev never sees the weights. The CLI sends one Score question per item per weighted dimension in a single request, then adds up weight times score in code, so changing a weight is just a rerun of the arithmetic.

Can jeff fail a CI job based on a Jev decision?

Yes. Threshold flags such as --fail-under, --fail-over, and --min-confidence make the command exit 10 when the gate does not hold, while 0 means success and 1 means an error such as bad flags, no key, or a network failure.
